If you saw this on the roof of the office building I work in currently and guessed that this was a wooden seat which a worker would sit on after it is slung over the railing and then would be lowered down to wash windows and paint walls, then you’d be right!
seems pretty similar to the stuff they use to wash the windows in my buidling

To be fair, I think that window cleaners here use a quality nylon rope that does not at first glance appear to be as frayed as the one in the photo.
